Collected by Betocchi on the initiative of the Executive Committee of the III Congress of Italian Merchants and Industrialists, held in Naples, all the preparatory parliamentary acts and the text of the law of 8 July 1904 on the industrial increase of the City of Naples are published, with which the Parliament he intended to "determine material conditions of such a nature as to make it convenient for Italian and foreign industrialists to commit new capital to Naples".
