The report to Minister Zanardelli constitutes the first serious attempt to plan the industrial development of Naples. The commission in fact carried out a very detailed survey of the economic and industrial situation of the city at the dawn of the twentieth century with the adoption of advanced statistical criteria (for the time), collecting this material in a separate volume, which constitutes a very important data source for the study of conditions of the former capital. Furthermore, the commission also indicated the schematic lines of new primary infrastructures, such as the new Mandracchio railway station, the expansion of the port towards the east, the new goods station at the Granili, the new industrial area and the area reserved for the public housing. The report played a decisive role in the promulgation of the special law for Naples in 1904, which was then extended to all of Southern Italy.
