He entered diplomacy in 1915, after taking a law degree in Rome, from July 1919 he was assigned by the Minister of Foreign Affairs, Tommaso Tittoni, to the Italian delegation involved in the Paris Peace Conference. From there he began his diplomatic career around the world, with various destinations, to then be appointed by Mussolini as head of cabinet for foreign affairs in November 1922. Paulucci assumed various positions between 1924 and 1926. He was from the beginning vice-president of the body called the educational cinematographic union (the Istituto Luce), conceived with Luciano De Feo, known in the past in the secretariat of Luzzatti; active president of the Italian Forestry Corporation as well as of the sir Walter Becker Foundation for forestry. He was also vice president of the Christopher Columbus Institute, for relations with the Iberian and Latin American world, and a member of both the Institute for Eastern Europe and the Superior Council of the National Economy. He was then Ambassador in numerous countries, always carrying out delicate and highly responsible tasks for Mussolini. Despite the strategically important role played in the days following the armistice, Paulucci was indicted by the High Commissioner for the purge, set up in the context of the second government chaired by Ivanoe Bonomi and composed of the anti-fascist parties of the National Liberation Committee (CLN). Considered a fascist hierarch, Paulucci was resigned and replaced in September 1944.
